why does this PUP contain spkg? O_o edit: ok, it's a downgrader pup.
Yes, this is a Downgrader PUP. BTW, spkg files are special into this pup. No zero pads into decrypted meta_info after key and after iv, but the decryption algorithm is same as into the regular files.
