Speculation

The two chips may be for factory mode of some kind, requiring a special hard drive and usb key to boot test firmware. It is possible they are encrypted payloads. 08:52, 2 February 2014‎ User:Speakeasy

There is no proof of any dongles for factory mode or the existance of factory mode on the PS4 at this time.
The serial flash chips contain the firmware+configuration for the hub devices to which they are connected (usb-hub / usbsata-bridge)
