Checked by VSH UI by using RegMgrGetInt on SCE_REGMGR_ENT_KEY_SYSTEM_SPECIFIC_idu_mode.
If it's 1 it's available, if it's 0 it's disabled.
Setting this value to 1 should theoretically enable Idu/Kiosk Mode
