The PS VITA update files can be extracted using the "PS VITA Firmware xTractor".

To decrypt the files which are unpacked using the tool, we still require a key which is not available, yet. The key is FF E3 55 AE 6E 3C D1 7E 74 1A B4 E2 CC 6C D2 1F It is not complete but here you can see the basic structure:
